I really don't know what they call these but I do know they use them for animation. Have several different sheets for the backround and character of each scene. Its awesome that they sell these.

They are called cels. They are now a dying animation technique since everything moved to digital.
The reason they are called "cels" is because the characters used to be hand-painted on a material called celluloid. But celluloid proved to be too flammable among other things, and they later moved to other kinds of clear plastic sheets. They are still called cels though.
Cels can be expensive and they also entail a certain amount of work to take care of properly.
Wish I was at that con, I'd be spending some serious money I'm sure!
